Your diagnosis is Idiopathic hypertrichosis.
The best treatment will be Electrolysis.
Next Steps
1. Do not use lasers as it causes paradoxical hypertrichosis.
2. Do not use creams like Eflornithine on the face as it only reduces the speed of hair growth.
3. Do not shave or do waxing as the face can get scarred.

Since major endocrine conditions like PCOS are ruled out by her normal workup, this presentation is highly characteristic of idiopathic hirsutism, a condition where hair follicles are hypersensitive to completely normal levels of circulating male hormones.
Additionally, her report of hair becoming coarser after laser hair removal strongly suggests paradoxical hypertrichosis, a known phenomenon where low-fluence laser energy unintentionally stimulates vellus hair follicles into active growth.
