Thyroid levels should be optimised before you try for a pregnancy, especially if it is so high . It can be reduced with adequately supplementing thyroid medication but hormonal changes take time to manifest . You will definitely start seeing a change within a month but the ideal effect will be evident in around 3 months .
Next Steps
Wait 3 months ... confirm normalised levels with a repeat TSH levels and then go for pregnancy.

A TSH level of 19 indicates hypothyroidism and needs treatment before planning pregnancy. With proper thyroid medication, levels can improve and fertility also improves. Next Steps: Consult a physician/endocrinologist to start or adjust thyroid medication and repeat TSH after 4–6 weeks. Helpful Tip: For conception, TSH is usually recommended to be below about 2.5, so control of thyroid levels is important before trying to conceive.
