Hearing and speaking problem in child

Hello, my known a boy child ,Age- 2 to 3 year, have some hearing problem , sometimes he respond to a normal sound , mostly time he does not , he shows no presence towards someone's action .currently he is going through magneting treatement . he is also unable to speak still at this age . plz suggest me about his condition ... thank you ,
