Stay in a conservative trial for 4-6 weeks.
Wear a long knee brace.
Apply local ice packs.
Static quadriceps exercises to be done.
Medications like Enzomac and Tendocare will help.
Keep lower limb elevated.
Do not bear weight over affected limb.
Use of walker for non weight bearing walking is ok.
Following this trial, start knee bending and walking, gradually running over a week.
If you encounter problem of locking, instability or pain then you may need arthroscopic surgery for sure.
Being of young age, I would reccomend surgery for you.
