No it is not fever if you have taken it in mouth. Actually the temperature measured in armpit is lower than the temperature in oral cavity (mouth) .

Normal temperature of human body is 98.6 F.
Ideal temperature is measured by rectal route.
Oral route is slightly less than rectal route.
