Fever or not
Is oral temperature ranging between 98.3 to 98.9 considered as a fever?want to know exact normal temperature using oral.

That's not fever. Ypu can use reference as oral plus 1.3° F as the core body temperature.  Normal cut off  is 98.9°F in morning and 99.9°F at night. Below that, it is not considered fever.
