Should consult a developmental pediatrician and  child psychologist. Hearing should be assessed if not done

By 3 year normal children can tell sentences and sing songs. You should consult a pediatrician physically to check other developmental domains. Check hearing and TSH levels also.
Next Steps
reduce screen time. talk to the child, tell stories, sing songs. provide opportunities to mingle with children of same age - a preschool may be.
