The simplest way to explain this is let her continue her routine physical activity but initially take guidance from a Physiotherapist. This case may probably need proper home based exercise plan only and it may not require multiple visits to clinic. Consultation can be done online also.

She should do stretching exercises of neck which includes stretching of trapezius muscle, side-flexors and rotators of neck and do neck isometric exercises for strengthening Upper limb limb strengthening is also required. The degenerative changes happening in the cervical spine means age related changes happening in the neck due to which the patient experiences pain in neck with or without radiation in the shoulder or hands of the affected side or both.
Next Steps
The patient is advised to visit a physiotherapist and perform some exercises given by the therapist. Some stretches and mobilisations can be performed by the therapist to relieve the pain and the strain over the neck.
Health Tips
Do not ignore the condition as it will worsen the condition. Might also lead to numbness in the fingers.

Hi, I can understand the concern you have for your mother but for a correct diagnosis, a proper assessment is required. As you mentioned your mother is experiencing neck pain - the root cause of the problem can be many for example pain arising during activities like cooking in the kitchen or while cutting vegetables or sitting and watching TV or phone. The x-ray is just suggesting early degenerative cervical spondylosis - i.e age-related changes in the spine similar to greying of hair which is a natural phenomenon to happen as we age. If you are looking for a solution for her pain, then I would suggest understanding the root cause of her pain. As per the current information you have given, if she has only neck pain she can recover well and get back to her daily life pain-free with the right diagnosis and treatment.
