My husband has numbness , tingling and milk intolerance. His D3 value is 13.65, B12 is 365, hba1c is 6.2. Not sure what are the exact reasons. Are all these are linked?

Vit B 12 is normal. Vit D 3 is slightly deficient  ( you didn't mention the units in which it is measured). HbA1C is slightly raised (but doesn't need medical treatment). So there is no cause for concern. He can have some Multivitamin preparation which contains Vit D 3 and B12.
