Can be due to neuropathy  You should have mentioned his complete medical history . Can soake his legs in cold water for 30 min for temperory releaf. Can use diclofenac gel or spray it will help as it has cooling effect. Eg ( move or volini gel or spray) Take methylcobalamine 1500 mcg daily for a month and vit D3 sachet 60000 IU  one's in a week for 4 week's Tell him not to wear wollen socks. Tell him to keep his legs raised above the level of his heart while lying down ( can be done by keeping pillow under his leg wile sleep) Avoid hanging feet while sitting. If he drinks Alcohol then tell him to stop.....if he is diabetic then he needs to control his blood sugar. Tell him to drink plenty of water for good hydration. As your history is incomplete so can't suggest any medicine for him. If possible for you then consult me  it will be easy for me and better for your dad to understand the available treatment options.

If uric acid is in range most probably it might be due to musculoskeletal or neuropathic pain. I would suggest, Tab. Voveran SR 1tab BD for 7 days Cap. Becosule 1 tab OD for 30 days
Next Steps
Avoid tight fitting shoes, consider shoes with soft sole.
Health Tips
investigate TFT and RFT, if normal and if pain persists, consult Orthopaedic specialist.
