Bump on penis is most common... It is cause of Smegma collection... No need to Panic.. Take him to a near by Paediatric Surgeon once Lock down period is over...

I think physical examination is required .
So try the same as prescribed by your doc till lockdown.
Then Revisit him or Dermatologist.
