The literature says "with meals".
There are very few medicines which specifically have to be taken before meals. Otherwise more than 95% of medicines can be taken before meals, with meals, or after meals.

Take diuretic at morning or lunch otherwise you may take drug at any fixed timie ,drug works 24 hrs on once daily dose

Fixed timing is more important than timing with meals. Avoid taking post meal if fat rich meal is being consumed. Otherwise you can take before or after meal too.
