Betadine or povidone-iodine is a good tropical disinfectant for minor wounds. It is widely used as an initial disinfectant for dirty or contaminated wounds as it is basically abroad, spectrum disinfectant.
But one should always wash a dirty wound, first with water and soap to remove all the dirt in the debris. Also, soup is great because it removes all the capsulated micro organisms.
Second step should be to dilute liquid, betadine and then clean the wound with that using a cotton swab
Then later, on shift to milder cleaning, and keeping the wound moist
But it’s more preferred for acute minor wounds and for initial wound cleaning only.
Also regarding skin regeneration, there is very limited evidence on its effect on skin regeneration but most of the studies shows that it doesn’t delay regeneration in any manner and also it doesn’t support skin generation, but it provide a favourable , clean environment for skin regeneration

Yes it is useful, because it is a broad spectrum antiseptic. However it does hasten wound regeneration, as regeneration occurs as per natural time, depending on size, depth of wound and wound care.
Bitadin is an antimicrobial cream, usually applied after wound wash.
Wash the wound properly with water, pat dry the wound, just don't rub, gently apply any clean towel or anything to pat dry the wound. After drying, gently apply betadine on wound.

For wash and dressings it is good
If the wound is infected then som anti microbial ointments are good for dressings
