Consultation required. Mild growth restriction is there but it needs to be further checked with your previous ultrasound reports and dating scan to confirm it

No it's not iugr To qualify bas iugr discrepancy between gestational age n abdominal circumference should be more than 2 weeks The raised raised impedance could be a matter of concern U hvnt mentioned umbilical artery
