Retina examiniation will definitely be done in such previous history of laser issues. But the qualifiation or disqualification depends on the criteria that the railway board decides, please consult and enquire with the railway hospital eye doctors regarding the same

Barrage laser in inferior half retina usually won't be a problem. Most railway jobs have specific visual requirements especially unaided (without glass) and aided (with glass) visual acuity.
