Visit the dentist for full mouth evaluation and start mouthwash rinses . Maintaining good oral hygiene is much more than brushing . Bad breath maybe bcoz of gum issues which can be taken care by scaling depending on the clinical examination.
This condition does not require any medications. Advice her to brush her teeth two times a day and rinse with lukewarm saline 3-4 times a day.
Next Steps
Brushing alone does not properly clean your teeth, visit your nearby dentist and get scaling/ cleaning of teeth done. The bad breath will go away when you get the scaling done.
Can be due to different reasons. Get scaling done. And check for any cavities. Get those filled. Maintain good oral hygiene( brush 2wice daily and floss and clean tongue properly. It should solve her bad breath problem.
If still there. Than u have to see other causes as tonsils , throat infection or stomach.
