Seek an advise from your local GP with the him your mother would have been registered or pay the GP for consultation of an overseas member. Secondly visit the Urgent care centre in your locality in UK and seek advice. Thirdly, you can visit the A/E department of your local service hospital or DGH for assessment. Fourthly, if your mum has private insurance then you can take them to a private cardiologist and or a vascular surgeon . Lastly, obtain help from lymphoedema clinic locally to see if anything they suggest. If she is immobile then there could also be a risk of DVT

Bilateral leg swelling with pain in a hypertensive, diabetic patient could be due to number of reasons, medicines,heart disorders, dependent edema.Ideally she should be seen by a physician in your area.Keep her legs elevated,can try tablet torsemide 10 mg once daily and paracetamol 1 gm as needed

Some drugs can cause lower limb swelling. Ensure that she is not having significant pain in either leg. Is swelling pitting on touching? If so, take tab dytor 10.mg one daily for 3 days,tab spironolactone 25mg one daily for 3 days. If not pitting,  do not take these meds. For pain,  give tab acefenac 100mg one .morning and one evening for 3 days, after meals. Consult online after  4 to 5 days

Tab lacilacton one  in alternate day after breakfast  at 9 am alternate day for 5 tab in ten days. It's a short acting  diuretic,  effect  remain for 4 hrs. Add plenty of liquid n water. Leg not to be hang put a chair n put leg over it. At rest put three pillows  under leg. Tab zerodol sp three times a day after food for five days or sos. Temporary  solution.

Is she on tablet called Amlodipine for HTN ? You can start her on low dose diuretics as of now But needs detailed evaluation as pedal edema is major sign and can be seen in many conditions like heart failure , renal failure , liver diseases.
