There is no need for any Tetanus injection after the procedure of scaling and polishing. the bleeding is very normal as the gums are lose after the removal of the hard deposits, and will take time to adapt to the teeth surface. keep doing gum massage and warm saline wash for 15 days . please follow up a dentist if bleeding continues. If instruments are properly sterilised then no problem. Whenever you go for dental treatment always look for clinics where proper sterilisation and treatment is done in hygienic conditions.
