I have a puffy face and it won't go away

For the longest time now I have had a puffy face and I have tried so many things to get it to go, I have been drinking lots of water, been going to the gym regularly also doing cardio regularly, sleeping on my back, cutting down on salts, I am in good shape and not fat yet still have a puffy face. This is something that has been bothering me for a very long time and some advice would be very much appreciated if there is something that I am missing since it seems Im following all the right steps.
