She is too young but she is in the 21st century. Girls get early puberty these days. All that she needs is a consultation with a Gynaecologist

At this age it's premature puberty. Though Not normal no of such  cases are rising  due to multiple factors like lifestyle and environmental factors promote a balanced, plant-rich diet, maintain a healthy weight, limit processed foods and sugar, ensure regular physical activity, and encourage good sleep habits. you can also reduce exposure to endocrine-disrupting chemicals by choosing chemical-free personal care products, avoiding plastic food containers, and limiting screen time. It's difficult but manageble. Need more details

Need to understand what you mean by puberty symptom. If she has symptoms like breast development, hair in armpits etc, but hasn't got her periods, then it is fine. Nowadays girls are attaining puberty early on. Maintain a healthy lifestyle, encourage at least 30-45 minutes of physical activity daily, include lots of vegetables and good protein sources like eggs in the diet. Avoid regular intake of junk food, sugar drinks etc. If she has already got her periods, consult a gynecologist to know if there is any other cause.
