When is surgery needed?
I recently got my neck pain checked, so there is fusion in c2-c3 causing pain and restricted motion. my neck look like it has torticollis. The doctor will later put me on a neck collar. So my question is, how much non surgical treatments one has to undergo before ending up in surgery? And, how much both surgical and non surgical methods have chances of success?

I don't think any surgical intervention would be done for torticollis at this age. Neck muscle stiffness and Disc issues have to be looked for and treated.
