Water is being retained in the lower extremities such as foot.She is having diabetes and cardiovascular disease.

I can understand your concern.
She has diabetes and cardiovascular diseases that's the reason why there may be water retention and oedema.
Get it checked out by a MD consultant physician in person for further evaluation and management.
There may be other issues also.
