Good question , at 18months baby thirst center will not develop and they are busy with play; You only offer the water .Total water including milk is 1-1.5 L.;two cups of milk 2-4 cups of water ,this will vary depend on weather and what foods taken before etc. A bit more is better as kidneys function is well developed at that age.
Water requirement is as per the need. If the baby is taking milk most of the times, he may not feel thirsty.
Water should be offered as per demand. If the baby is passing urine 6-7 times a day, it is perfectly normal.
By this time they can chew the food.
Try reducing milk and try semisolids, finger foods now
