Hi,
Do you have wart or skin tag on neck. Skin tag are common on neck. They occurs due to overweight or sometime due to genetic tendency.
Best treatment option for them is either laser or cautery.
Home remedies doesn't work well on them.
Don't cut them with nail cutter as they are Highly vascular structure, so they may bleed.
