I have been told to keep a full bladder before the ultrasound full abdomen procedure,
But can I empty my bowel before the procedure? Or that is not required?

There is no need as such to empty the bowel before an ultrasound. But you can empty your bowel if you feel the urge to empty it.
Full bladder is needed so that your bladder and pelvis organs can be assessed better.
Yeah you can if you have urged to urinate but
For better viewing of the bladder and pelvic organ then fullness of bladder is required
So drink water
You should take consultation before go to any diagnostic procedures.
