Use non fluoride toothpaste untill he learns to spit. Just use pea size toothpaste for brushing. Once permanent teeth starts to erupt then you can switch to fluoride one.

You should regularly be in touch with pediatric dentist

Use non fluoride till he is around 6years. At the age of 6, he will get permanent teeth. Whenever you see them coming, you can change the toothpaste to fluoride.

You can use a fluoride toothpaste for him, the new guidelines recommend 1000 ppm fluoride toothpaste even for children. But I would first advise you to teach him how to spit before switching to a fluoride toothpaste. Once he's able to spit after brushing, you can start with a fluoride toothpaste. And use only pea size amount of toothpaste for brushing.
Next Steps
visit a pediatric dentist for further information
