Fat loss is a gradual process. There is no quick fix approach. Following a healthy diet which has optimal amounts of first class proteins (dairy, egg, chicken etc) reduced carbohydrates (white rice, poha etc) & healthy fats (almonds, walnuts etc) along with a structured exercise program that is balanced with weight training and cardio will surely help. You cannot target specific areas, fat is lost uniformly, but it may appear to go faster from the areas where you store less than the problem areas. Be consistent and patient. She needs to take high fiber low fat diet followed by detox diet. Drink lot of water everyday. Take small and frequent meals at regular intervals. Avoid outside food completely. Do crunches and pushups daily to reduce belly fat. Ask me directly for customized diet plan for her.

With the CS the abdominal muscle tone changes, so post natal exercises are very important, if that has not been done then the stomach bulges our gradually and hence the back pain issue also comes ...so if not started with core exercises yet, she should consult a physiotherapist.Besides that diet also needs to be checked , if there is more of visceral fat , then a balanced diet plan along with exercises is must.
