Its nothing serious. it looks like pigmentation secondary to dryness.
Next Steps
you need to use ph 5.5 balanced soap and plenty of glycerin based moisturiser after hand wash and shower.
Health Tips
Also avoid direct sun exposure and apply mineral sunscreen.
