ITCHY SKIN LEADING TO BLACK SPOTS

It starts with a little light brown itchy spots, they itch soo bad that i cant resist scratching and after that they turn out t be dark black spots. I have this problem more on my lower part of my legs....and lower back as well. I have had this same problem two years back on my arms and hips...And the black spots are still there. After two years i have started having the same problem on my legs and ower back now....help me pleaseeeee
