Consult neurologist or orthopaedic surgeon not a problem as if only pain then orthopaedic wl help but if neurological symptom like tingling sensation then better to consult neurologist

For people of your mother age, cervical disc problem can cause pain in left arm. Also they have low vitamin D levels.

I would advise you to meet a neurologist so that she can be evaluated thoroughly and may require investigations such as MRI/CT to understand the current status of the spondylitis and based on the findings the treatment and surgery (if required) will be advised.
