My husband sperm count is 38 mill/ml
Is that ok or is this low? Whether it will cause infertility? forward progressive sperm motility is 20 is that ok?

Count is normal but motility why is it needs a better improvement but single report will not give you the final picture to reports six weeks apart will give you the proper report.
However I would advise you to go for prenatal vitamins for husband also to improve the motility with a healthier lifestyle

38 million sperm count is quite OK. A full report of semen analysis should have been shared.
Fertility involves both partners. So you should discuss about your Fertility parameters also.
