You have to take a battery of tests first to determine your eligibility for the procedure..also it is imperative to see whether ypu have any additional cylindrical power too...only then can a decision of full correction be made

Small incision lenticule extraction (SMILE) is a refractive procedure. The procedure involves using a femtosecond laser to create a corneal lenticule which is extracted whole through a small incision without the use of an excimer laser. It involves creating a small 2-3 mm incision to allow for extraction of the whole corneal lenticule without the need to create a flap. Advantages over other refractive procedures are less postoperative dry eye, corneal sensitivity is restored quickly, preserve corneal neural architecture due to flapless technique. You will have to go through certain tests like uncorrected and corrected visual acuity test, detail slit lamp examination of anterior segment and dilated retina check, Corneal Topography, Corneal Pachymetry, Corneal  Endothelial cell density, Tonometry, Pupillometry, Cycloplegic Refraction etc.
Next Steps
You have -9.0 D power number. Meet any nearby Refractive surgeon and go for the pre procedure evaluation. If you fit into the prerequisite criterias then you can go for SMILE procedure.
