Normally Shoulder joint pain on both shoulders(bilateral) is due to only 3 or 4 conditions.The pain and stiffness in your shoulders according to information you have given might be frozen shoulder. Are you an young Diabetic ,get checked. At your age group if you are active athlete with overhead sports activities it might be due to due to rotator cuff tears or subacromial impingement. Initial treatment would be painkillers and Physiotherapy for any condition around the shoulder. If this pain and stiffness persists even after a trial of painkillers and physio for 2 to 3 weeks then consult a Shoulder Orthopaedic Surgeon
