With whom sex (using condom obviously) is more safe as far as hiv is concerned... With  female sex workers that I myself tested negative for hiv using test kit... Or with a normal female that is obviously not tested ...?

Listen , definitely with protection you are safe , suppose normal female also you may also use protection, as sometimes normal female are also may have asymptomatic Hiv and how you define it's normal ? Without report anyone on risk untill you don't know about past history
