Hello
Your best spectacle corrected visual acuity is 6/12 in both eyes which does not validate u as legally blind. You probably have developed lazy eye due to such high number and hence not reaching 6/6 vision. Having said that do get a thorough evaluation done by an ophthalmologist n retina examination preferrably by a retina specialist . Nothing can be done to prevent further progression of number . U can opt for ICL to reduce spectacle dependency.

Hello
A. As your age is 21 years,so power will not increase much now
B. You are not legally binding and so no visually impaired certificate
C. Just wait and your power will become stable and then you can plan ICL
No you are not eligible for handicap certificate.
You must get regular check upand take some antioxidants cap and consume lot of fresh fruits and vegetables.
If you want to get rid of glasses you can get icl costing approx 120k or phakik iol (Indian)costing just half.
Your cva is 6/12 so you are not considered impaired . Frankly speaking there is nothing you can do to prevent it going further. If it remained constant for 2 years that's a good sign . Get a retinal evaluation and I would suggest you to go to ICL if you are considered eligible rather than LASIK.
