This could be any one of a variety of conditions including eczema, sun spots, dry skin, or a fungal infection. The diagnosis cannot be confirmed just on the basis of one photograph. You must visit a dermatologist for further evaluation. In the meantime, excessive usage of harsh soaps over the area, avoid sun exposure and consult a qualified dermatologist to get the right treatment.
Next Steps
Consultation with a Dermatologist
Health Tips
Avoid self medication, application of unknown products and repeated handwashing
