If rffit level is 7.5 ul after taking all shots of rabies vaccine 1 year ago.. then do I need ARV after re expousure in this range of rffit titre??

Your RFFIT titre of 7.5 IU/mL indicates excellent immunity (protective level is >0.5 IU/mL). In such cases, you don’t need full ARV post-exposure prophylaxis. However, as per WHO and NCDC guidelines, after re-exposure, it’s still advised to take two booster doses of rabies vaccine (on day 0 and 3) — no need for RIG.

In INDIA IF DOG BITE U NEED VACCINE. YOU CAN NOT TAKE RISK AS ONLY PEP AS VACCINE IS AVAILABLE, NO OTHER TREATMENT IN WHOLE WORLD.
