What is your basis of information that the goat was bitten by a Rabid dog? Even if the goat was bitten by a Rabid dog and the goat got Rabies,  the goat can die of Rabies but can't infect others because herbivores don't spread Rabies . They don't bite human beings. Rabies can spread only via the saliva of the Rabid animal, not by cutting or eating its flesh. So your question becomes hypothetical.
