Is it true that if the typhoid fever is isn't cured completely and it relapses, then its bacteria escape and enter the Gall Bladder and causes Intermittent illness and problems ?
What is the best way to treat such bacteria ?

It is most commonly resolved. Very rarely it may have complications of seeding else where like joints, heart, brain and gall bladder.
In active cases, investigations our done through out the illness to monitor the bacterial growth.
What you can do at home as a prevention is - use Pasteurised milk. Don't consume uncooked food. Practice good hand hygiene.
