... I am walking full weight but when I am walking my shoulder come upward while walking plz suggest me why this is happening when I will able to walk properly

Usually after intraarticular fractures like proximal tibia fractures patients receive a brief period of non weight bearing to protect the fixed fracture
Because of that once you restart waking you may feel uncomfortable
So it’s advisable to start doing physiotherapy and gait training for the same

After proximal tibia surgery, it is common to have an abnormal walking pattern for some time even after you are allowed full weight bearing. The shoulder moving upward while walking is usually due to compensatory/antalgic gait, often from weakness of the quadriceps and hip muscles, knee stiffness, pain, or the habit of protecting the operated leg during the previous few months. It does not necessarily mean there is a problem with the shoulder.

Continue full weight bearing as advised by your surgeon, but start/continue supervised physiotherapy with gait training, quadriceps and hip-abductor strengthening, knee range-of-motion exercises and balance training. Your surgeon/physiotherapist should also check your limb alignment, knee movement and whether there is any apparent limb-length difference.

Once the fracture has united well and muscle strength returns, walking usually improves gradually over the next several weeks to 2–3 months, although recovery varies. If you have increasing pain, swelling, inability to bear weight, worsening deformity, or the limp is not improving despite physiotherapy, please get a clinical examination and follow-up X-ray.
