Need more details like age, any other health conditions and lifestyle of your father.
If he has other health issues like deranged lipid profile and Hypertension then better to start basic medications for Diabetes.
Next Steps
Repeat HbA1C in 3 months, also make sure his hemoglobin is normal by doing Complete blood count.
low Hemoglobin levels can falsely show low HbA1C values.

He should follow diabetic diet which should have low carb high protien with fibre
And daily 30 minute of active exercise
He should sleep for atleast 7-8 hrs
Eat dinner early around 7pm
He should start deep breathing exercise and stress relieving activities
Diet and weight loss crafted by a expert doctor or nutritionist helps
Medication can help but your dad is in the range where he can reverse without taking medication
Some further details needed for accurate answer like age underlying other co morbidity ?? On other medications??
HbA1c 6.6% falls in the diabetes range (≥ 6.5%), while fasting 103 mg/dL is in prediabetes range and 2-hour value 160 mg/dL is impaired glucose tolerance.
Start with strict life style modification (diet + minimum 150 min/week exercise)
Weight reduction if overweight
Monitor fasting and post-meal sugars
If he is overweight / has strong family history / sugars persist above target, Metformin can be considered early, as it is safe and helps delay progression.
Regular follow-up is important.detail history important.
Yes , we need to start. Before that we need to understand why did his blood sugar increase now ? And is there any modification to delay the disease process . How are his inertenal organs responding now .
