I have got 3-4 pimples/blackheads on my leg. They are inflamed, swollen, hard, red and very itchy. What should I do? What's the reason? I get these mostly after waxing or shaving. Is it because of that or hard water? They often leave marks also. Please recommend something so that it goes away and doesn't leave a mark.

yes your hairfollicle could get infevted afted waxing / shaving leading to all those symptoms you stated.
if it occurs on regular basis, it is better to get laser hair reduction done.
