Based on what you described, your symptoms do not suggest HIV. ✔ Risk of HIV? A single episode of vaginal intercourse with a brief condom break has a very low risk, especially if: • the partner appears healthy, and • you immediately used a new condom. Also, HIV does not cause burning of the penis head. HIV symptoms usually appear as fever, body aches, sore throat, etc., not local genital burning. ✔ Your symptoms (burning on penis head) This is more commonly due to: • Friction or dryness during sex or masturbation • Mild balanitis (irritation of the skin) • Soap, sweat, or condom-latex irritation Since you said you had this problem even before sex, it is likely a chronic irritation issue, not an infection. ✔ When do you feel burning? Burning only after urine touches the skin suggests local skin sensitivity, not an STI. ✔ What to do now? • Keep the area clean and dry. • Avoid soap on the penis head; wash with plain water. • Avoid masturbation for 3–4 days to let the skin heal. • You can apply a mild soothing cream like Candid-M or Clotrimazole once daily for 3–5 days. ✔ Do you need tests? For peace of mind, you may do: • HIV 4th generation test at 28 days after exposure • Urine routine if burning continues But based on your symptoms alone, this does not look like HIV.

Need to do a blood test, this isn't HIV, also I need history of when did this start? Did you have burning urination issues earlier? Contracting STI with a torn condom is possible but based on your history it's difficult
Next Steps
Kindly give detailed history
Health Tips
check for phimosis issues

First of all you may have contracted urinary tract infection or a sexually transmitted disease. It is not a symptom of HIV but there may be transmission of HIV due to breaking of the condom. For further discussion kindly consult.

Based on what you have described, there is no real HIV risk from this incident. The condom broke after 20 minutes, but you immediately replaced it. For HIV transmission to occur, there must be direct contact of your urethra with infected vaginal fluids, and even then, the risk from a single exposure is already low. If the partner appears healthy and there are no known risk factors, the chance is extremely small to almost zero. The burning on the head of the penis that you feel after urination is not an HIV symptom. HIV does not present with isolated penile burning. Your symptoms sound much more like mild irritation, friction, dryness, or even over-masturbation, which can make the glans sensitive. It can also happen from soaps, tight clothing, or residual urine causing irritation. Since this burning is only after urination, not during, it also does not suggest a urinary infection. What you’re feeling is common, not dangerous, and not related to HIV.
Next Steps
If you want full reassurance, you may do a 4th-generation HIV test at 28 days, which conclusively rules out infection, but medically speaking, your situation does not fit HIV exposure.
Health Tips
A simple soothing routine helps: Avoid excessive masturbation for a few days Use mild soap only once daily Apply a light moisturizer like petroleum jelly to reduce friction Drink plenty of water If symptoms persist for more than a week, a doctor can examine for simple irritation or balanitis, which is easily treated. Good luck!

It looks like it is a sexually transmitted infection. Get yourself checking including viral markers and in follow up also. Don’t dismiss the risks and current symptoms.
