Panic attacks, constant anxiety
I've had a history of drug use which now I don't. Had two (first MDMA/ second tramadol) overdosing trips to the hospital. I got a panic attack yesterday (the symptoms checked out) I have been told to take propranolol 40 1/2 - 0- 1/2 and clonezepam .25 0-0-1 for 10 days . Should i visit a psychiatrist?

You must visit a psychiatrist. In any case, the changes in treatment or medication should always be on advise of an expert. In your case, because there has been existing issues with drugs and anxiety issue, the case is complicated and not simple. You must visit a psychiatrist!
