I have severe pain in 2 small toes on my right feet. Kindly suggest which doctor to consult for the same

You should see orthopaedic surgeons. It’s possible you may have caught your toe somewhere and got a hairline crack or a fracture. If you are diabetic it could be infection and in that case you must see doctor today itself
