Gud afternoon. He seems to have a habit of tobacco chewing like gutkha pan etc, this is the reason for the bad condition of his gums. There seems to be infection all around. So we need to work on his oral hygiene by general scaling, maybe for planing, mouthwashes etc. Also visit a dentist asap.

You need to go take him to a dentist immediately, as it may be because of pericoronitis, or access, or periodontitis. It may be a completely different issue altogether. Each of these conditions has a different treatment. So it is very important that you have the condition diagnosed correctly. In the meantime, you may tell him to apply Kenacort gel on the area where it is paining. But be advised, this will not cure the problem. It will simply make the pain more manageable.
Next Steps
consult a dentist
Health Tips
after applying the gel, don't wash your mouth, or drink water, or rat anything for 30 min, as it will take some time get absorbed in the gum.
