After any injury to joint, like elbow joint especially, the joint function becomes poor. And recovery can be incomplete and slow. Can take upto 6 months to get his range of movement back in the elbow. Assuming that fracture is healed well and implant is not blocking the movement. If your have already shown other doctors and all say the same thing then they must be right and you may have to just give time. Also check vitamin d and b12 levels. Sometimes these are low and don't allow complete healing.
Next Steps
consult if needed
Health Tips
take vitamin injections
