A small blister below the eye or lid, which is present for 2 months can be a chalazion. As it is not painful it is unlikely to be infected. Chalazion is nothing but lid tear glands ( accessory ) getting blocked due to allergies, change of glasses, high screen time, diabetes etc. It can be treated by surgical or non-surgical methods based on which stage of the disease it is now.
