No weight gain in 4th month pregnancy
I am pregnant with twins. Currently in my 4th month or 16 weeks. My weight before pregnancy was 63 kg and currently it is around 62.5kg. my height is 5'5"(164cm). Is there any issue why my weight isn't increasing? Can it affect the babies?

You start gaining weight after 3 months of pregnancy. Till the end of  3rd month your weight gain is ZERO. Please consult with me after one month if your weight is less than 63.5 kg.

You don't  gain much  weight  in first  3 months. Weight gain  happens after 3 months.
