It’s normal . Tear glands are developing. Even after 6 mnths of age. If baby doesn’t produce tears then consult ophthalmologist.

Normal for babies. You can wait till 6 months. Tear glands are still developing. If baby has good weight gain, achieving milestones, is active, then nothing to worry about.

It is normal for babies up to 6 months old to sometimes cry without tears because their tear glands are still developing. Most babies start producing visible tears as they grow, and this varies from child to child. If the baby's eyes look healthy and there are no signs of redness, swelling, or infection, there is usually no cause for concern. Overall, crying without tears in young babies is usually a normal part of their growth.
Next Steps
However, if the baby never produces tears after 6 months or if there are other symptoms, it's best to check with a pediatrician/ ophthalmologist to rule out any rare issues.
